what changes under the foral system
Bizkaia has its own tax authority thanks to the Economic Agreement (Concierto Económico). If your company or activity has its tax address in Bilbao or anywhere in Bizkaia, many of your obligations are governed not by national rules but by the Bizkaia Foral Regulations.
Your tax authority is the Provincial Council
Corporate Tax, personal income tax and much of VAT are filed with the Bizkaia Provincial Tax Authority, with its own forms and deadlines. Companies with operations above €10 million that also operate outside the Basque Country pay to both administrations in proportion to their operations.
Own rates and deductions
Bizkaia sets its own tax rates, with a general rate of 24% and lower rates for small companies, plus specific deductions for R&D, investment or hiring. Every year we review which foral incentives you can apply.
Invoicing monitored by the tax authority
Batuz requires invoices to be issued with TicketBAI (code and QR) and the Economic Operations Record Book (LROE) to be kept. It has been rolled out in phases since 2024 and in 2026 covers practically all companies and self-employed workers. We help you invoice with compliant software.
Basque civil and foral rules
Inheritances, gifts and Wealth Tax are also regulated by foral law, and Basque civil law allows arrangements such as joint wills or succession agreements. We take them into account when planning the succession of your business.
